The Pacific Outer Continental Shelf holds immense promise for critical mineral resources vital to modern technology and energy systems. This region is home to polymetallic nodules, cobalt-rich crusts, sulfide deposits, and phosphorites key to securing a resilient U.S. supply chain for critical minerals.

On May 20, 2025, the U.S. Department of the Interior initiated steps toward evaluating a potential mineral lease sale offshore American Samoa. The Bureau of Ocean Energy Management is leading the charge with a multi-step process emphasizing science, public engagement, and environmental stewardship.

  • A Request for Information & Interest will soon be published in the Federal Register to gather input from Indigenous communities, ocean users, industry, and stakeholders.
  • Comprehensive assessments will focus on geologic conditions, environmental and cultural impacts, and existing uses like navigation and fishing.
  • BOEM remains committed to full compliance with laws, including the National Environmental Policy Act and Endangered Species Act.

BOEM’s team of geoscientists and marine experts is actively collaborating with partners like U.S. Geological Survey (USGS) and NOAA: National Oceanic & Atmospheric Administration to map and assess mineral resources across the Pacific OCS.

First approve

Moreover, Impossible Metals Inc. has announced that BOEM has approved its request to initiate the leasing process for deep-sea mineral exploration off the coast of American Samoa.

This marks the first-ever request under the Outer Continental Shelf Lands Act of 1953 for critical mineral exploration in the deep sea, a major step toward securing a sustainable and resilient supply chain for critical minerals essential for clean energy, national defense, and reducing dependence on foreign sources.

Impossible Metals states that its pioneering AUV is the only robot designed to selectively harvest polymetallic nodules from the seabed. Using advanced robotics and AI, the AUV hovers above the ocean floor, carefully collecting nodules while avoiding visible marine life and minimizing environmental impact. These nodules are rich in critical minerals like nickel, cobalt, copper, magnesium, and rare earths.
