According to Reuters, President Trump plans to establish metal refining facilities on Pentagon-controlled military bases as part of an executive order that could be signed soon.

What is important is that critical minerals are essential for producing fighter jets, submarines, and advanced weaponry, much of which currently relies on materials processed in China. Leveraging Pentagon-controlled land (~30 million acres), the initiative aims to fast-track mineral processing without the challenges of local community opposition or additional land purchases. This move will result in a new leadership role that may be created to coordinate U.S. efforts in securing the supply chain for these materials. While not addressing mine permitting reforms or establishing a critical minerals stockpile, the order could expand the FAST-41 permitting process and reclassify mine waste to make extraction more efficient
